Banning Ranch: Sunset Ridge EIR and Public Comments

The draft EIR for Sunset Ridge Park, which is located on the outermost section of Banning Ranch, is now available. This park will be the first development of Banning Ranch and with it comes loss of open space, increased traffic to/from the park, and light and noise pollution just to name a few.

The public has until Dec 11, 2009 to enter their comments.

The City of Newport Beach has completed the preparation of a Draft Environmental Impact Report (DEIR) for the proposed Sunset Ridge Park Project to be located at the northwest corner of Superior Avenue and West Coast Highway. The DEIR has been prepared to examine potential environmental impacts generated by the proposed project in relation to the following Environmental Analysis Checklist categories: Land Use and Planning, Traffic and Circulation, Aesthetics, Air Quality, Biological Resources, Cultural Resources, Geology and Soils, Global Climate Change, Hazards and Hazardous Materials, Hydrology and Water Quality, Population, Noise, Public Services and Utilities, and Service Systems, Mineral Resources, and Recreation.

The DEIR is available on the City's website http://www.newportbeachca.gov/index.aspx?page=942 located under Sunset Ridge Park. Comments on the adequacy of the DEIR will be accepted by the City between October 27, 2009 and December 11, 2009.

Hello all,
Dave Sutherland, 12 Summerwind Ct Newport Crest. As a resident who has enjoyed the open space/ocean views from my home for over 20 years, I am concerned about the proposed Banning development as well as Sunset Ridge Park. In brief, may I propose something for consideration: the lynch pin for the Banning development is access from the PCH. As it stands now, the foothold for such a road will also be the entrance to the parking lot of the Sunset Ridge ball parks. What if the proposed parking lot and restrooms were relocated. That would take away the access road. The restrooms and parking lot could be relocated to the other side of Superior where there currently is an under-utilized parking lot. This lot could be expanded to accomodate the needs for the ball parks. The restrooms could also be located there. In fact, I am certain the Jack in the Box and the other commercial business would endorse such a facility. Beach goers, bike riders, bus users would all benifit from having a restroom near this parking lot. Access to Sunset Ridge could be provided by a sky walk way over Superior. At the top east side of Superior, there is a mound of dirt that was put there by City Council many years for just such a sky walk to connect both sides of Sunset Ridge.
I also believe that both NB Fire and Police would rather have such a facility in direct view and access for protection and security. Such a relocation of the proposed parking lot and restrooms would eliminate the need for the entry wat off PCH, thereby providing another major hurdle for the Banning development.
